Financials, one again, are delinquent. When CEOs are too "busy" to abide by policies and procedures of an exchange, perhaps they should consider alternatives. I'd be happy to suggest some. The excuses are no longer welcome and apathy towards investors does not a healthy company make.

I suspect dividend payments (or lack thereof) are delinquent not only due to trading suspension resulting from non-compliance with exchange regulations but also due to the laissez-faire approach with which this company has been maintained. Certainly it must strike one as unusual when 50,000+ shares are offered on the day a dividend was due and each of these shares at a 33% discount from market. And then, strangely enough, no dividend is paid. This is sad because I was led to believe that this was a very strong company with a committed staff and a vision for the future.

Delinquent or not, I feel that it is a disservice to this investment community to announce a dividend ("Dividend will be issued this saturday...") and then renege on that announcement in, what appears to be, an effort to manipulate investors ("....grab your shares today.).

Kevin - I agree. I've always thought that if somebody wants to sell their position for 1% of what they paid for it, they should have that right.

If an exchange has a policy regarding absenteism, delinquencies, and/or non-compliance it should be enforced. If not enforced, it should be discarded. Exceptions and special treatment should not be made for friends. Nepotism makes a governing board look bad. Additionally, should an investor file a complaint regarding a CEO who is unable, unwilling or uninterested in performing their duties, that complaint should be attended to tout de suite.
